DarkRP Server Ping is very high at ~45 Players

Hey,
the Ping of my DarkRP Server is at ~100-120 at ~45 Players, the CPU is at ~75-80%.

I have alot addons, but if the CPU isnt at 100% that shouldnt be the reason, right?

Server specs:

CPU: Intel i7-4790k
RAM: 32 GB DDR3 RAM
Connection: 1.000 MBit

If anyone knows a possible reason, please post it.
