'Frozen in time' client issue upon first joining a server - Help

I'm having this problem where upon joining the server, clientside appears frozen. During this time, I appear frozen and so do other players, but I hear voice chat, regular chat, game sounds and effects. After I unfreeze, I appear in another spot (I can walk around, I just can't see where since my client is frozen) and the players are unfrozen, in different spots. Rejoining fixes this problem and you're not frozen anymore. I started having this problem shortly after the steampipe update, but it seems it's been around for a while. Since then, I've verified my GCF a few times, re-installed GarrysMod, used a fresh downloaded copy of GarrysMod, and installed a new hard drive (I did copy a few steam files over though, to avoid downloading a lot of files), but I'm still having the same problem. It affects only this computer- say, if I play on another computer with the same account, it won't happen. I've been browsing Help & Support for a while, looking for some kind of fix, though it's never answered. I've heard that it's a Gmod issue, but that's all. I know a few other players that receive the exact same problem. my friend cleared his gmod cache and that fixed it for him

Sorry to necro, But I am still having this issue.. Maybe 3 years later someone will have a fix to this issue?
