In TTT, how can I make it so it plays a sound when one innocent is left?

On my TTT server, we have a system called "Gentleman's Rule", where if there is only one innocent left the traitors have to inform that innocent that they are alone. Is there a way I could create a system that displays the message, "Gents Rule", on the screen and play a sound when there is one innocent left?
