Someone can explain me how to use HUDDrawTargetID()

I don't understand how to use the hook HUDDrawTargetID(), I searched on the web, but I didn't found anything.

For example I'm a traitor (In trouble in the terrorist town), I want to see also through the walls, other traitor's bodies, how can I do it?
