Okay guys, I think I've officially tried everything on this. So, I used to host a private server for me and my friends, through port forwarding, then I kind of left it for a while and when I am trying to come back to it now, I keep running into issues.
I've set up the port forwarding through my router, enabling TCP/UDP for ports 27015 and 27016, although, noone could join me at all.
I tried checking this out, with canyouseeme.com, it gave me this:
Error: I could not see your service on port (27015)
Reason: Connection timed out
After I disabled my COMODO firewall and the windows firewall the error message came out like this:
Error: I could not see your service on port (27015)
Reason: Connection refused
I've spent like three hours now on trying to find a fix, please help me.

Port forwarding testers are not reliable. Get a friend to help test you this.

None of my friends can join any source servers of mine, doesn't matter whether it's ateamcmd or clientside

You could temporarily enable UPnP and port forward from there, not sure why it'd help. Is your router currently double-NAT'd? This is where your router that you're currently using is connected to another router with NAT enabled. This can prevent your packets from reaching your current router.
Also those websites like canyouseeme rely on ICMP I believe, which a lot of routers block it.
This would totally be temporary and for testing but place the computers IP out side the dmz on the router.
Double check u see the servers executive in windows fire wall exception
Did u say u have any anti virus software running if so completely disbale it for now
later on if ya still around I could try to join u if u want to see if your ports are open...if I don't forget I shall buzz u in this thread for your IP when I'm on my PC.
Also I thought gmod reqiured ports 27015 and 27005?

My router is only connected to the internet through an RJ45 cable, and I'm quite sure that ICMP isn't enabled, as everything was working like half a year ago.

My DMZ is disabled, and I've already tried disabling both the antivirus and the windows firewall (after already having exceptions for both udp and tcp in it). About that test, feel free to add me, I've updated my steamID on the facepunch profile info
You say your PC is only connected to the net via rj45 u must have a router/modem
Who is your broad band provider?
Unluckily, it's Internetia, which is pretty shit, though I don't think they could have added in some new stuff which would colide with the ports
