Low FPS CPU and GPU Idle ?

First of lets go back to 2014: I played GMod really often with my friends and had 200FPS stable. Then i didnt play a long time and yesterday i started GMod up again i noticed around 5-19FPS when playing on DarkRP(Its not only on DarkRP Servers also on Sandbox...) so i checked my CPU-usage and GPU-usage and they both were around 20% ... I unsubsriced all addons and even deleted all addons in the folder. Why do i have low FPS even though my CPU/GPU Idle?
