After starting up garry's mod on 21/02/17, shadows from characters/props appeared in a pixelated/splashy form. Screenshot provided below:

have you tried changing your shadow settings? they might have been changed without any notice.
by the way, embedding Steam sharedfiles links doesn't work for screenshots, you need a direct link to an image to embed it properly.

Yes, i have checked my settings, they were the same as the one i use.

I'm not sure it'll fix the issue you're having, though.
