(DarkRP+ULX) Superadmins cannot spawn entities or change jobs

Hello to whomever is reading...

I have an issue on my militaryrp server, where nobody can spawn entities or change jobs! Not even superadmins. The message that comes up simply states that you need admin privileges to spawn SENTs and for the jobs, you need admin privileges to use the /(whatever the job is) command. I am unsure as to whether this is ULX or the DarkRP jobs. I have added a ULX whitelist system, but this happened before that was added. Any help would be appreciated, as we want the server out of development ASAP! I'm no expert, so explain to me like im five :)
