Well what hardware and sort of internet connection do you have?
For all we know you're on a 1.1ghz amd tablet with 128kbit upload.
Run a speed test if you're not sure.

Upload speed is, 5.91 Mbps
Also, I have an Asus GL552VW.

Both are fine. Are you using the dedicated server files retrieved through SteamCMD?
No through a GHS, more specifically HostHavoc.
