You buy a new laptop. You can get something much better than that for relatively cheap if you're willing to get a used laptop.

You sure you're playing on the lowest settings possible? I could hit over 30fps on similar specs.

-Plaster: If I play on the lowest settings possible the server's car mods' models will freak out and look untextured..
Set textures to medium, everything else as low as it gets, [B]make sure you're using multicore rendering[/B] ( [url]https://steamcommunity.com/sharedfiles/filedetails/?id=718934470[/url] ), remove any unneeded addons, and finally play with render scale as a last resort.
I had a Chromebook running Linux with similar specs (except 2GB RAM instead of 4GB like OP) and can confirm I managed 30-40FPS in Source games.
That said, my Thinkpad X220, which was cheaper than my Chromebook, gets 60FPS pretty easily in Source games, even with its older Intel HD chip. Source is relatively more demanding on the CPU than the GPU for modern hardware so a hyper-threaded i5 is a pretty big boost over a non-hyperthreaded Celeron.
I take it you're a kid without a job so the low price point of Thinkpads might be an ideal option for you. I got my X220 with an i5, 4GB RAM, and an SSD for like $150, which is probably the lowest price point for a decent laptop you're gonna find. You can find the X230 or T430 for a similar price and it uses a newer generation of Intel chips, so I'd say go for that. I chose the X220 for different reasons.
Ideally you'd want something better with a dedicated graphics card but you're probably looking at $250+ for something like that. If you're willing to experiment people have had success connecting an external graphics card to Thinkpads through the ExpressCard slot, but that might be more trouble than it's worth.
I found a good pricced laptop with the things you were talking about. By the way, even though it's $240, last year I got $248 total birthday money from my grandparents. also, since I get $10 a week, I can get a head start. That one looks good but it's a bit pricey. Discuss your plans with your parents and look around eBay for a good deal; you can find them for under $200. Probably doesn't have an SSD but with those savings you could get an SSD separately and stick it in yourself.
Just make sure to read the description well; some are sold without the charger or without the battery or without the HDD/SSD or etc, which you don't want.
Also keep in mind that Windows 7's life-support from Microsoft is very close to ending, so Windows 10 is probably more ideal, though I agree I don't like Windows 10 much either.

You're still not gonna be playing games made in 2017 with this thing but you'll get pretty good performance in older games like Garry's Mod. Again no SSD on this one but the trade-off of getting a dedicated GPU, a higher resolution screen, and 8GB of RAM over 4GB is worth it imo. And there's always the option of installing your own SSD, which I recommend if you do go with this one.
If I were you I'd show the second one I linked in this post to your parents and test the waters on how they feel about getting you it for your birthday or something.

I know you guys are discussing a new laptop, but for now you can try putting these in the launch options for gmod (right click gmod is library, click properties, and click set launch options). Try these:

Wow! one thing is, (sorry for not replying in a week, I forgot about the thread) I don't know the difference between SSD and HDD, but this one looks pretty good. As a bonus, my dad has amazon prime, so goody.

HDD = storage that has a physical spinning disk where your stuff is stored in. hdds are have average write/read speeds and are cheap for how much storage space is on.
SSD = storage that doesnt have any moving parts and storage is digital(?). SSDs can write and read way faster than a HDD can, but are way more expensive than HDD.
