Gmod Dedicated Server - Seen by canyouseeme.org but not by Gmod

As stated in the title, I've port-forwarded my gmod server to 27015/27005 and have it running through SteamCMD.
When I go to canyouseeme.org and check 27015 when the server is not running, canyouseeme.org does not see the port.
When I go to canyouseeme.org and check 27015 when the server is running, canyouseeme.org does see the port.
So from what I can tell, the server is port-forwarded properly. However, when I try to connect to the server from a computer outside of my network, I do not see any servers at my IP. Can anyone help me out?

Can you connect to your server from an outside network through console?

Did you forward TCP or UDP? The game uses UDP, only RCON uses TCP.
