It surprises me there aren't more pirate-themed gamemodes out there actually. It seems like a fairly simple clear-cut theme to me.

A good pirate-themed gamemode should give you the freedom of building whatever you want to fight the enemy, the problem is, too much freedom opens too many doors to the mingebags.. and not enough freedom doesn't make the game fun. A Pirate-themed gamemode, even if made, can't last much.

True, I suppose, but gamemodes like fort wars or even sandbox allow you to build things with a good degree of freedom and they manage to get by without (much) mingebags. In the end, it's up to the admins to deal with those. If the admins are abusive, or there aren't enough of them, then the problem lies with the community not the gamemode.

Fort Wars and sandbox...
Sandbox: Most of the sandoboxes have no player damage so no mingebags (unless they know how to spawn props)
Fort Wars: Limited props, limited use, very fun because of the game style, but if it wasn't about making a base with certain props it wouldn't have been mingebag-free.
It's true, it's up to the admin to manage the server, but admins can't be always on, that's why most of the gamemodes should have some kind of anti-mingebag thing.
