Garry's mod 13? - Garry's Mod

Will people who already own Garry's mod have to buy Garry's mod 13? Sorry if this is a stupid question. I barely got Gmod a couple days ago and feel like a noob.

When you work on anything, do you have an idea of when you're going to finish if you have no idea what you're putting into the next version? He's just going with the flow, turning his thoughts into new features, and thinking up more thoughts for the thought-to-feature conversion. He will literally be putting out the new version when he's ready to call it a new, polished version that he'd be proud to name Garry's Mod 13. Better?
