I understand the idea behind it, but it just gives mingebags an excuse for killing, and then when you kill/arrest them they say 'LYK WTFBBQ NLR fag' It makes no sense! 10 year old kids get off on killing people then they whine and cry when you try to deal with them.
If you're talking about a actual roleplay server (no Dark RP) it's something that's needed, you shouldn't be shot to begin with, if you felt it's Deathmatch, report it to an admin.
If you're talking about Dark RP, who gives a flying shit? They're only there for you to dick around and shoot.
If it's random dming, the NLR doesn't apply. If they actually have an IC, personal reason to kill you, they have a right to hide behind it, unless you can RP around it.

Did he actually roleplay getting assigned to kill someone, or just snipe anyone on sight?
If he RPed the whole thing properly, it's not RDMing. If he just started sniping people under the title of an assassin, then he was RDMing. I'm willing to bet he didn't RP everything, or shot who he was assigned to kill after he respawned (NLR).
I only play darkrp, on serious RP servers i always get banned for retarded reasons but on darkrp servers, even when 10 year olds get killed for a real reason, its annoying to hear them scream 'OMFG N00B NLR'
In my opinion, NLR can be good or bad. The times when it is bad are when people go around RDMing people and then say "NLR U CANT AREST ME!!!1111!11 LOL". That really pisses me off.
When I go server-surfing, on DarkRP, I always call wanted on killers. No matter what. And I refresh them after they expire.
