Our server is using windows.

I'd use nginx, very lightweight and fast, which is important for FastDL where you've got lots of small files.

IF you worried about bandwidth use external host. Otherwise use IIS.

Which comes with all windows.

My mistake, didn't know nginx ran on windows.

Should use apache its the only good one out there which I know.

If you're not going to use website files then I'd just turn a lot of functions of apache off with the configuration which should speed up things a heap and just config it the way you like it.
