I'm making TF2 videos in Gmod and I wonder if there is any site that you can search for character quotes and see the soundfile name of it? and then I mean all the quotes.

playsound command
plays sound on clientside, works on servers.
lipsyncs the sound aswell on your model (on TF2 it does, not sure 'bout GMod)
It's just play.
Example:
TF2 Console -> play sound/ui/gamestartup11.mp3
