EP2 advisor stun effect can use it on gmod?

remember when you are around the "advisor's incubator house" a visual effect happened, the console call it "episodic_stun" how can we use it on gmod?
swep? effect? or need to mapping?

I think you can do overlays with Lua, so it could be in anything really.
