Are there any RP servers that don't need CSS or EP2?
I can't buy the games because i don't like CS and my parents don't want to buy stuff online.

Most mappers use CSS, so just buy it.

Basically every rp server uses css just buy it..
I strongly recommend buying CS:S and/or EP2. Even if you don't like the games themselves, their content is very useful in Garry's Mod.
If your parents don't like purchasing items online, tell them to buy you a pre-paid visa card from Walgreens (or some other store) and you can use that to buy games on Steam.
