garrysmod dedicated server not starting

hi i am trying to run a test server (dedicated) but i get this error "coulden't allocate server IP port" i have forwarded the ports but it still wont start!!! can anyone help?

ports are
27020-27020
and
27015-27015

both UDP

ok got it working but i cant join my own server it has been don befor but how will i do this?

do i need to change ports for gmod cas the error come up if the server is running!!!

What happens? does it say failed to connect after 4 retries?
