Your base gamemode is missing. Reinstall your server using hldsupdatetool.
Or extract the base gamemode from your client GCF.

meaning by that i should move all my server files etc. cfg's lua's and then reinstall the server?
No. Just run your hldsupdatetool batch file (like you would do with an update).
