Does anybody know where i can find the file that allows you to create custom hints when you join a server, e.g. "Hello and welcome to the server". Ive seen it on a few servers and dont know where to find it. If i need to download something for it im happy with that. :D

Change your sandbox gamemode. You may want to ask it in the Lua forums though.
ULX can do it in the chatbox.

Its running DarkRP and ULX doesnt work on my server for some reason
Assmod has some messages at the top. I doubt people read it but...
