You could, but I would recommend buying CS:S with Gmod for the content.
Most servers and mods require css content (Unless you're fine with missing models and textures)

it's not even remotely illegal. you can get a complete content addon of CSS, and every other valve game. yes you can use TF2 to buy garrysmod and no there's no need to pay $20 for an 8 year old game you won't play.

Except it's completely illegal. Valves textures and models are their property.

It's still against copyright law to distribute it on another site, but you're right, it's not really piracy.
You could, It's not the best idea, but it works. Just make a CSS server using the HLDSUpdateTool and copy the materials, models, and sounds from it into your garrysmod folder.
EDIT: Don't overwrite anything.
you should just get all of the source games. they're all fun. simple as that.
You could also get L4D (either games, but go with 2 because it has the original campaigns now. Garry still has to add support for mounting the DLCs), it comes with some CS-styled models as well as some from Day of Defeat

but it is illegal to distribute
so download off srcds and use those resources for gmod
Valve already said they didn't mind people owning the content without the game, since you can't run it without the main EXE
You could just buy the game, it's not that expensive. Plus you might actually enjoy some Counter-Strike Source.
If you want the cheaper alternative, then just get everything from srcds.

Yes, even though it's F2P, it's still considered a Source Game, enabling you to play Garry's mod with ease.
You can't buy gmod with tf2, it costs too many crates. Use steam instead.
Yeah, dude, it's recommended that you get either CSS and/or HL2 episode 1/2 for GMod, as a lot of material for GMod uses content from those games.
