I'm going to be setting up a public FastDL in the UK as well. Anyone will be able to download from it, but people will need an FTP account to upload more stuff (accounts are mainly aimed for dedicated server hosters).
Only thing is, FastDL never works 100% for some reason or another. For the cache it works fine, but for custom models etc, it seems to only work 50% of the time

you have to set up a lua file which tells clients to download it...

You're doing it wrong or your web server responds to requests incredibly slowly.
