what do you mean by "its not fullu dled"? If Team Fortress 2 is not downloaded, then why would you think the models would work? you don't actually have the models yet because it's not downloaded. Patience, young one. Patience.

Fix your spelling. You won't get a lot of help if no one can understand you.
Try waiting for TF2 to download completely, and make sure Gmod is set to auto update. It had a problem a while back where Valve broke Gmod indirectly by updating TF2. Garry released a patch an hour or so later.
...should work even if it's not fully DLed. GMod will freeze while it makes Steam download models that aren't already downloaded, but otherwise...yeah.
