Can't change video settings

Since the update, I can't change my video settings and now everything in my game looks pixelated and shitty (even by background...). I try clicking the texture detail tab, or the model detail tab, etc, and it won't let me change it from low to high. the only thing it lets me change is the resolution, which is already high.

I'm guessing the update did this. Are there any solutions?

Are you using Launch Options?

I went ot my launch options and found "+r_hunkalloclightmaps 0" and "-dxlevel 80."

I'm guessing it's the second one causing the problem. Right?

I can't change video options too,The other day I wan't to disable the bloom (for some reason I have a fucking exagerated bloom effect) and I get some things in the console (can't wirte usefconfig or something like that)

As it turns out, removing "-dxlevel 80" from my launch options fixed my graphics and now everything looks pretty again. Unfortuantly, after checking, I still couldn't raise or lower details. Thankfully I don't to though since everything went back to "high."
