Steam says all my games are uninstalled but there not

Sometimes just randomly steam will say that my games are all not installed and it will let me install them. Although when this happened i checked the steam folder and all my games are still there even though steam says it isn't. I tried deleting client.blob or whatever it's called and no luck. I can get it to say the games are installed by closing steam and starting a game desktop when steam isn't open say tf2 so it will start steam and then start tf2 then it says all my games are installed. Any ideas?

Try a reinstall of all of your games,

Delete every single core file in steam/steamapps/********/ALL GAMES

Restart steam if it is open
and delete local content then re install
