I have no idea how it works for that menu type, but I know if you click on Legacy Browser on the bottom left you can see the rankings like in Gmod 12.
Pretty sure the "Ranking" is entirely based on latency.

Eh, I think it's more a conglomeration of the server's activity / number of users joined / average user count / ping / etc.

Off topic, what in the hell is going on with that server that the ping is so high, anyways, Lol.
I swear there was a thread on this containing a post that described the algorithm exactly, but I can't seem to find it. I remember it was mostly the latency.. and player counts and whether the server was full/empty also came into play
I guess we are both right.
But yeah, no idea about the crazy ping. Downloading anything?
