Help! Unable to open the esc menu or the ~ menu after joining game

What it says in the title. Any time i join a server i get this problem. Luckily the server i was in crashed so i was able to see what the error message was.

FCVAR_SERVER_CAN_EXECUTE prevented server running command: toggleconsole

FCVAR_SERVER_CAN_EXECUTE prevented server running command: stopsounds

Any help would, well, help.

edit: after scrolling up a bit i found this a few hundred times.

that was caused by an E2 on my part. could that e2 be causing the problems?

No. FCVAR is something to stop you executing certen commands.
I don't know why it stopped stopsounds and toggleconsole.

This happened to a player on my server... was the server by chance using any tf2 addons?

yes the server had tf2 on it

i have all the source games mounted and the console enabled already.
