It's been asked before. The answer has always been no.
It may be introduced in EP3 like it was in HL1 with simulated, non-dynamic waves, but other then that, Source has no need for dynamic water. Valve will not make dynamic water just for GMod, either, nor will they even consider it. The only time they'll make dynamic water is if they want to base a game around it.

FO3 nor GTA4 have dynamic water. They just have water with fake waves. Valve should have added this a long ass time ago, but have never needed it before, honestly this should have been added with TF2/Ep2 engine.

No, it shouldn't of.
It's a small, useless and laggy feature that wouldn't be used in either EP3 or TF2.
EP2 doesn't have oceans of water, neither does TF2. Unless you can convince Gabe to put this into the new source engine, you'll have to gather a whole bunch of people togeather, modify the source engine and all that jazz. And i doubt it'll look as good as GTA4
The option to turn the feature on and off would be nice. Just like HDR lighting.

Wouldn't work since this would have to be a server side thing as it would effect the physics of props and such.
It would be nice if they at least added a wave texture, though some may not like a wave that actually doesn't do anything, the water in source feels so lifeless.

Actually, GTA4 does have dynamic water, fallout might not, but I know for sure that GTA4 does.
Try crashing a car into the water, flying a heli over the shoreline and other stuff, you'll notice the water dynamically moves away from the area you're on, like in a heli, I can make tidal waves.
3D decals in l4d2 would be about time to be honest, only fallout3 and gta4 have those as far as I remember.

Dynamic Waves != Dynamic Water. And, thus, I would only want water like in GTA:San Andreas in the source engine.

But, it doesnt HAVE to affect props; it could just be affected BY props. Im not a coder, or a rocket scientist, but i assume that you can turn that on and off.
