Ok well my server is not showing up on the servers.... its says it working but its not showing help....
Same thing is happening in mine, under the internet tab it no longer shows up, but if I check the LAN tab it shows up there with a 169.254.x.x ip address.
I had a previous garry's mod server on my other machine which worked perfectly, but as soon as i signed into steam it ran an update and now the server that worked before is also doing the same thing.
It makes me wonder if steam is $%^&ing things up.

First, you cannot see it on the internet list..Since your the one hosting it!
Give your buddy your external IP < www.ipchicken.com >
Tell them to enter "Connect <IP>" In console, If they cannot connect, check your ports.

Strange on my IBM XSeries 360 server with the dedicated server setup I could still see my own server on the internet tab and not lan.
how do i check my ports?

That depends on where you want to check them, on the computer or the router, but I am assuming you are referring to the router.
If you are referring to the router, you will have to look at the documentation for that router.
For example I have a cisco 1721 vpn/k9 router, and have to access the router via a serial port using an emulator program called teraterm on my desktop, however this is a cisco router, and likely most people aren't using something like this.
To access my linksys WRT54G2 router, I open up firefox or internet explorer delete the web address and type in the ip address of that router, in this case I type in 192.168.1.1 into firefox and hit enter.
the screen will than prompt for credentials, the default user name on a linksys router is admin, and the password is "password" (or its "admin" [well its one of the two I haven't used a linksys router for some time])
After it signs you in click on the Application & gaming tab.
Since I have already taken up to much space and have gone off topic here, I won't post how to check the computers port, but it deals with telnet.
Or you could try to find your router here: http://portforward.com/
