I tried reuploading a fresh download of ULX and ULib SVN, yet that didn't seem to fix the problem. Yet again the only one to blame is Garry and his shenanigans.

It seems it's still borked, I downgraded to 3.31. Still didn't fix it and any ulx rcon commands also fail to work. So far things that don't work botch chat and console: ulx who, ulx ban, ulx banid.
What is also strange, is the banlist has a bunch of weird Steam ID's that get put in the bans.txt file even after deleting it. Seems really strange.
yes u can ban without ulx :P
try "ban" in console or "banid" :D
