3.2 GHz for a CPU should be fine.
Higher upload speeds would be nice. I have a cap at 356kbps (44 KB/sec) and I can only host for myself and one other without much lag.
About 8 ppl.
Go to speedtest.net and post the results. Depends on bandwidth limitations mostly. Steam servers don't take much to run.
