Default game mode/restricting props and tools/ULX ranks

Hi guys.

I have just bought a GMOD server and have a few questions.

1) How do I change the default game mode to DarkRP? I have tried sv_defaultgamemode "DarkRP" and it hasn't worked.

2) How can I restrict props/tools for users that are not admins?

3) Is there a higher rank on ULX than Super Admin? I tried to make myself the owner but it didn't work.
