I can only find red hats/weapons. Where are the blu stuff?
Use the skin changer STOOL.
Where do I get that?
It comes with the game.
Under the 'Render' Section, find the Skin Tool and bring the slider to 1, then click on the thing you want to change.

I'm no expert on this, but I'm pretty sure calling it a Stool instead of tool means it's an addon, although technically even the vanilla tools are probably Stools

Something is wrong with your GMod then.
It could be possible that it comes with PHX or Wiremod, but I highly doubt that.
