Garrys mod redownloading every LUA file everytime I connect to any server

I recently made a sv_downloadurl for my server and after miserably failing is seems to make me have to re download every client file for the admin programs. I disabled the downloadurl on my server.cfg but I still seem to get this error, any suggestions?

Because of how sv_downloadurl works, you need to copy the addon's downloadable content (Materials, Models, Sounds, etc.) into the base models, materials, sounds, and such folders(As in, the ones outside of the addons directory)
