My server won't start

I dont know whats wrong i launch srdcs and it all works no error but when i type connect(my ip address)
it wont connect what wrong. the only thing i can see wrong is this

Executing Dedicated server config file
exec: couldnt exec server.cfg
i have it in here C:\srcds\garrysmod\cfg
and in
C:\srcds\orangebox\garrysmod\cfg
but it still wont work help me?!?!?!
