Files on the server I administrate appear to download but in fact do not. Every time anyone connects to the server they must download everything again. Files are written e.g. cl_init.lua exists when it's downloaded however it's an empty file.
I'm pretty sure the config file is set up properly.

Anyone have any Idea what could be wrong?
