How do you create a dedicated server for Garry's Mod?

I have a question. How do you create a dedicated server for Garry's Mod? I go to Source Dedicated Server but Garry's Mod doesn't show up.

I have another question. How do you make a person admin in your server? If I just created a multiplayer (not a dedicated server) how could I make someone else admin so they can spawn Manhack guns and all that? I also want to know how to make someone an admin in a dedicated server. Please answer.

Any Idea where to download/install them too? I hate to blow up my computer by having to much info. a few days ago i had to reinstall steam and i accsedently installed to C drive and took up 16 giga bytes...wasnt pretty. got that fixed but id still like to know exsactly where to install it.

Dedicated server file? addon file?
