VU Mod Not Working

I've added VU mod to my server and to my addons folder yet it still doesn't work. This is happening to multiple people also. (When you try to use the horn or the lights in a vehicle it doesn't work). Yet, it works perfectly for other people on the same server.

Can anyone help me solve this problem? It's quite annoying.
