What is the best admin mod to date?

Well it depends on what you want from your admin mod.
If you want a simple, fast mod that is easy to install and has enough features to keep you going, ULX is pretty good.
If you want a more versatile system with more features and better aesthetics, ASS might be your choice.
If you want an amazing looking, customizable admin mod that is well coded and can be modified very easily, then I recommend Citrus.
And the list goes on.
All 3 need some tweaking to perfect them to your liking but I personally like Citrus; it looks good, has loads of features, is easy to make plugins for and has an excellent management system that can be utilized in game very easily.
Clearly my bias is towards my own mod (MOOCOW), however I like ULX, ASSMod and Citrus... I used to run a combination of the three on my server before I created MOOCOW to handle different situations... personally, I don't think that any one admin mod (including my own) has all of the best features. What you pick will reflect what is important to you:
If you like stability (not to say the others aren't, I just think this mod surpasses the others in this regard)/consistency/updates then ULX is probably what you'll go for
If you like an admin mod that places emphasis on having a bunch of commands ASSMod
If you like to have an easy access GUI, New Admin
If you like to have some unique (and good) features that are fun but not necessarily useful, Citrus
If you like to have customization/consistency/bug fixes MOOCOW
Some people will probably disagree with this point, but don't be afraid to take more than one mod and use the advantages of each... just make sure you know what you're doing when you do.

I have seen assmod before , if someone can give me a reason that citrus is better ill go for that :)

ASSMod is a bit dated, but has a bigger community, so I would go with ASSMod. Only problem is its complete lack of chat and console commands.

If you consider that a problem, then yes, it has no chat commands. And it does have console commands, that's what you run all the commands with, it just doesn't autocomplete them for you in the console.
ULX is probably the most popular admin mod. Lots of buttons.
Assmod is hugely popular, probably only second to ULX, and the GUI is simply a DermaMenu(right click style menu). This makes it very fast and easy to use, but going through all the submenus can get tedious.
Citrus has a lot of fans because it's pretty.
Those are probably the only ones I would recommend (Citrus is on the list because everyone else says it's good, not because I've tried it).

Citrus will crash your server if you don't make a few minor edits - you end up with a 2 GB text file.
just run ULX + assmod, wil give the effect of enough commands, chat, nice menu, and an option for MOTD
since i dint want to run 2 spereted, i made my own for [b]privat[/b] use since i like, chat commands, easy derma and several admin groeps.
and i have to agree whit the turck3 its fully the taste of your own, want chat? want derma?
toobad, so far i dint see an admin mod whit muti-server support, like one tha tuses SQL, so i nplayed that for mine whit the use of bind 15 servers to one good fast database ^^

It's easy to fix up assmod to get the ranks from an external SQL database.

true, trugh i dint like the system it kicked and banned and stuff, like i also got a shared banlist, wich wont be as hard to add also but just to give the effect that im doing something whit my time makes me happy also:P
When we ran a Gmod server, ULib would grab admins from the same SQL queries that our Ulysses forums admins were stored in. Megiddo posted code once on how he did this on our forums. It wasn't a quick easy edit/addon though.
He has written UBan, which will share/store bans across multiple servers.
My opinion, ULX if you want easiest rcon/console management.
Most seem to like ASSmod for it's easy menus though.
I've never been one for GUI fluff though.
