Is there an tool I can get which just kills NPCs, without having to shoot them a bunch or hit them with something?
I don't think any "no-bullet" gun/NPC killer SWEP exists. You could try various bombs, or admin weapons.
They will both kill mass amounts of NPCs very quickly, if that's what you're after.

Is there no lua command or something that could be used in a tool just to kill NPCs on mouseclick?

This place is cluttered with little kids who can't read. What part of KILL don't you get? Not remove, I want them ragdollized.
