NEED HELP! Setting Admin/SuperAdmin status on dedicated server!

I recently set up my own Gmod13 dedicated server and was wondering how in the holy hell do I set myself as super admin? Everyone says "Oh just put your name and Steam ID in the users.txt file under super admin". Forget that crap. When you put your name and ID in the users.txt file it only pops up when I join the server and says I'm part of the "group" super admin, however I have no permissions or anything at all and can't change the god mode or able to fly settings. Someone please help with some actual useful answers!
