1) Can you add STOOLs and mods (Such as adv.dupe) to a hamachi-run server?
2) Will setting up a hamachi server with around 5 slots cause much noticeable lag?
3) If the answer to q.1 is no, how will I be able to kick/ban people?

A hamachi dedicated server works the same was as a normal dedicated server, except people have to join your hamachi server before your garry's mod server.
I've used it before.
