well im running a server and we keep geting client timed out and its getting to the point where im getting upset with everything wut do

Turn VAC off. I only seem to be having issues with the servers that have it switched on.
did you port forward port 27015? did you give your server a static ip?

Every server is having this issue; like Conor said above it's with VAC
