If someone is good at mapping or coding doesn't make him automatically a good admin. And in any case its bad to hire a random admin, only have people who you already know.

Whats the difference between this and admin.

Staff is like an admin but doesn't have all the permissions.
Staff is given to people who apply and I approve their application.
Admin takes time to get I first have to see the person doing a good job as a staff...
Deleted some jobs that now that I see them look pointless.

I don't want to hurt you but this is in no way different to any of the "Recruiting" posts I see on all the forums in existence, I don't see why anyone would join your project :
What is your project about ? What are you going to do ? If you are serious about this, consider paying people/ask them about their previous works. Where are you going to host the code for example ?

Yeah, give some more information at least instead of listing what YOU want.
Also, you never specified payment for the mappers and coders.
