Information about the server:
Host: My PC but I might buy a host soon.
Gamemode: TTT
Server current features: 40% traitor rate, pointshop.
Server future features: Low gravity, donation system, ranks.
What we won't have: Pay4Admin, ads.
Policy:
Any Staff, Admin found abusing will be banned for a week and demoted.
If I abuse and I am noted about it I will slay myself for 2-4 rounds depends on severity

If you have to advertise on Facepunch for open positions in your community, Then already, We can tell that your community is not ready for it. With popularity, More people will come, And people will take an intrest in being part of a big community.
Here is my advice:
-Start a few Vanila servers (TTT and Sandbox are good option). People love the ability to play without download a heap load of crap.
-Get a stable player base. This could take around a month to get regular and dedicated players on your server.
-Get support from said player base, And get their opinions.
-Customise your server, And get people to join for it's uniqueness. When players see a lot of people on a customised server, They will think it's for a reason, And will join to see what all the 'fuss' is about.
-Offer a privileged rank, And get donations
-Branched your community into other gamemodes and repeat.
It's a long process, But it will work, And you will get loyal Admins and Developers, Not random people.

After a month you won't have to some back. Once you start the server get a few of your friends online for about an house (4 other friends will do, And then other people will join). I would advise you start a TTT server with a rotation of CSS maps, And ONLY the popular maps (like 67th way).
You will need to think like a new play, What would you like as a new player on a server. For example, People don't like waiting around when they are dead, So have a short post round time limit.
I would be happy to help over steam, I know first hand how it's hard to get started, But with some help you will get there. I would advise you invest in a VPS for now though. Running a server off your home computer is just the wrong thing to do, It just is a mistake unless you live in a data-center. Where you go for this VPS is up to you, I have had some good results with a customised VPS with ViLayer.
You will have to go out of your pocket before you start getting any returns, just be patient, And put about 50£ aside (this should cover about 3-4 months), And at the end of month 2, Introduce a donation system where players can get benefits, And soon enough, If you sell the online currency and donation pack for about 5£, You will make a profit in no time.

You can if you wish, But I would always advise getting a VPS over a GSP. The advantages greatly out way the disadvantages. with a VPS you will get your own dedicated ip, And you will be able to run your own background services on it (FTP, SVN, HTTP, ...).
