My name is John. I have been running Minecraft servers for a while, and have been an administrator of a Gmod server. I really loved it, and I had full control of the server when the owner was away due to complications with his family. (Basically, he was like 8, so he got grounded). I believe that I would have a successful server, due to how much effort I put into my servers, and the results I had after "owning" the server for a short period of time.
Within 3 days of the owner leaving, I quickly began to remove staff members that were abusive/unneeded. We were down to 3 responsible staff members, which would be on at different times so that the server was always watched. Rapidly the server grew. In the two weeks that I had control of the server, the average player count increased by 150%. Unfortunately, the owner never informed me that there was not enough money to pay for the server for the next month, so I had not bothered with gathering donations.
However, from this experience, my experience grew with general programming of LUA, and configuration of the server.
I would like to create a hardcore DarkRP server. This involves realistic RP, and is pretty hard to manage. I want to create an environment where the players feel like they are in the real world(situation wise), and force them to think quickly, and logically to make decisions that change their in-game life. The server would have over 20 purchasable vehicles, 24-25 different weapons, a thoughtful economy, and I plan on being careful who I chose for staff.
I do not have the funds to do this at the moment. I am unable to get money from my pocket, into paypal, and that is the only thing that is stopping me. I will be using Xenon server hosts, with 25 slots. This is more than enough for starting up a server, and I want to pay as little as possible when the risk is big.

Now the only issue that I have is getting the money that I need to start the server up. I have looked through several different forums, and places that I might find people who are responsible, and are interested in administrating/moderating a GMod DarkRP server. This is the best place that I could find.
If you chose to donate $10+ you will be given a trial administrator spot. I will get to know you better, and see whether you are fit for an administrator spot on the server. If I believe that you are fit, you get the position. If I believe you are not fit, then you will be either given a Moderator position (if fit) or a VIP position on the server.

I've had some very bad experiences with xenon servers in the past, and from what I've heard they haven't gotten much better. I would seriously suggest moving to NFO, they're like $1 more expensive but you get free basic webhosting and a 15 slot murmur server if you want. They also host like nine out of the top ten gmod servers. Elpis host is a good option too, and they're around $2 less.
@bliptec - NFOServers is only cheap right now because of the current sale going on. Once the summer is over their prices are going to hop right back up.
@John: I wish you the best of luck running a strict roleplay for DarkRP. The gamemode is plagued with trolls and minges that it will be merely impossible to pull it off unless you have a password protected server and only give it out to dedicated roleplayers. You could also do a whitelist to only allow certain steamids to join.

The price seems normal to me and I don't see any announcements about a sale. Anyways, why would it matter if its a sale or not? The price would stay the same for the life of the server. The staff at NFO are so amazing that they even let existing customers change over to sale prices when there's a sale.
Thank you for the feedback and advice. I was planning on having a whitelist of sorts, but it is very difficult to grow an active playerbase if you have a whitelist and no where to gain players.
Is anyone able to help me out? :( I got 2 PM's, but they were both a dead end. (One didn't reply afterwards, other is helping me set up the gamemode).
why do you need so many different weapons? Lots of weapons shifts the focus to weapons.
