You don't need to upload the CS:S content to your server, you can download it directly from there.
I found that tutorial doing a quick google search : [url]http://www.moufette.com/2013/08/23/garrys-mod-dedicated-server-on-linux-w-steampipe-and-extra-content/[/url], I have not tested it but it seems to have everything explained in it.
Just install CS:S in a separate folder using SteamCMD, then mount it via the mount.cfg.
