ok so my good npcs such as citzen and stuff will shoot these counter strike weps. but my evil npcs such as combine soldier and such dont shoot i mean they never did even when it was my first addon is this normal or what?
If my assumptions are correct, the addon you downloaded specifically says in it's description that Combine NPCs cannot properly use them.
Combine NPCs have problems with handling anything other than the default Shotgun, SMG1, AR2, and all Combine non-Metro Police NPCs have issues with the pistol.
The combine aren't scripted to use some weapons, and the CSS weapons are probably based on ones they can't use.
