i have no clue where to put some of my downloaded files like lua files, player models, npc models, and this thing called npc control 2 i dont know where that goes either

Check if the folder has an info.txt in it. If it does, move it to C:\program files\steam\steamapps\ *your steamname* \garrysmod\garrysmod\addons.
